Honestly, I have no idea why you have to buy something before receiving the funds. You should receive the funds immediately and not to do extra steps that cost you more money

This is a well known 100% SCAM.

Sellers never pay fees upfront, especially using another payment method or processor.

Any fee is automatically deducted by paypal at the same instant the buyers payment is credited to your paypal account balance.
