In this situation, the best thing to do would be to contact our Customer Care department. You can do this by going to the ‘Contact Us’ link at the bottom of every PayPal page. You will then see what contact options are available to you.
This is for the sake of future Google searchers with the same question. In my experience PPPL CAN CAD CE is the charge you receive after a failed transaction. For instance, if an annual subscription were to charge your account while you can't afford it. You receive the NSF Fee, a refund of the subscription amount and then another charge for the original amount titled PPPL CAN CAD CE. I hope this helps someone else in the future as I spent quite some time trying to figure this out for myself.
