Payment decline due to sending limit but was deducted and no refund

I made the purchased of a baby hosting plane from Hostgator and the transaction was decline due to the fact that i have exceeded my sending limit.
The fund was deducted from my cart on the 03-08-21 up till now no refund.
And the transition was not reflected in my PayPal account but i only got the message that the transaction was declined due to the sending limit exceeded.
But the fund was deducted from my card.
And i got this message from PayPal to my PayPal email:

POS Dr XAF 43.175
Solde XAF 24.564
Note: PAYPAL *HOSTGATO[Removed. Phone #s not permitted]US
