Payment request for ETHEREUM that I never asked for is this a scam?

I received an email today and it is also on my paypal account requesting payment for an estimate I did not request
You have successfully made a transaction for your Ethereum (ETH) Using Paypal, Charged amount mentioned in the INVOICE. Do give us a Call for any dispute of the Payment and to issue a Refund at [Removed. Phone #s not permitted]Or [Removed. Phone #s not permitted]/span>
I know it is a scam, but how do they have access to my paypal account?

Just ignore it if you’re not expecting an invoice/money request. It’s simply bad actors with a PayPal account abusing the invoicing function, sent randomly to unsuspecting users. So they don’t have access to your account and you won’t be charged because one has to take action and pay an invoice money request.
Edit: you can forward the email triggered by the invoice/money request to the phishing report email address on this page and PayPal will try to removed it for you: How do I spot and report a fake, fraudulent, or phishing PayPal email or website?

The problem with ignoring it is it stays in your account and there is no way to delete or even report it. I have one sitting in my account right now.
