Hello,
on November 7th I sent them to another person. I reported a wrong service and then contacted him and he agreed to pay me back.
But the paid service blocked that money. Can it be unlocked? (Money)

If its marked as payment / completed or sent on your side then the transaction has gone through successfully.
If they won't send your item then open a dispute for non receipt of item.

Welcome to the PayPal Community! I understand your concern about getting a refund for the money you have sent to the wrong person. Once the transaction has been completed, it cannot be canceled. You need to contact the recipient to get the refund, and if the recipient does not respond, then you can file a dispute with us through the Resolution Center. The payment sent as "friends and family" is not covered under the PayPal protection policy.
