Reporting email account of almost scammer/thief to PayPal to block account?

I contacted a friend in Facebook Messenger who was selling a couch on the Marketplace about purchasing it. She gave me her email address, but didn't seem to know her PayPal user name, which I found strange because she runs her own business and accepts PayPal for payments. I had paid her via PayPal in the past and the email I was given was different from the one I knew she used. When I questioned that part, she responded that she was using her cousin's account to sell the couch. I knew right then that something was not right, so I called my friend on the phone. She confirmed my suspicions and said her account had been hacked. How can I report that email account to PayPal so it can be flagged as a scammer/thief and be blocked from receiving money from any buyers?

Its the account holder that needs to report it. Tell her to go to legal bottom of this page > select U.S > user agreement > scroll down to unauthorised and there is a phone number on there to report unauthorised activity.
Advice is voluntary.
