What do I do if my account has been limited due to a card that's not mine?

I was minutes from making a purchase with my paypal account, which I haven't used in a while but I was displayed with the "Your account is limited, please reach out to the resolution center to resolve this issue" 
I log onto Paypal and find out I have this chinese labeled debit or credit card on my account. I reviewed all my card numbers and their 4 last digits and none match. 

I look at my transaction activity and there was a purchase of 8,005. Cvech crowns ??? 
I'm very confused, I contacted Paypal and they said there is nothing I can do about it, in other words I'm blocked forever on my account.

Welcome to the PayPal Community! I'm sorry to hear you're having issues reporting unauthorized activity on your account. Have you reported this through our Resolution Center yet? I'd recommend checking out the following Help Center article for more help here; How do I report unauthorized activity?

 

Also, how did you reach out to our Customer Support? I only ask because normally they would help you open an Unauthorized Activity case and get back to you after an investigation is completed. Our Support Teams can be reached by clicking Contact at the bottom of the PayPal website.  They're also available through Twitter direct message or Facebook instant message.
