What does it mean when a website says powered by PayPal but asks you to put your card number in?

It means they use PayPal to process their payments. Some merchants use a totally customized checkout experience that looks like their site to appear you are at their site when payment is processing.
There is a standard, advanced, or customized PayPal checkout experience:

The advanced option gives option to pay with PayPal or customized card info fields, instead of going to the standard PayPal login page where you get payment account option or pay as guest checkout (no PayPal account log in).

You generally don't have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you.
So If you need help for a guest buyer transaction then you can;
1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.
