Why did my paypal personal account suddenly becomes business account even if I didn't upgrade?

My paypal personal account suddenly becomes business account even if I didn't upgrade. Now I have to wait for 21 days to transfer funds even if i'm doing that in my personal account for a long time. Also when I checked my business info, the business name is "ENCINO" an Automobile Rental Agency and the country is papua new guinea. I think someone is messing with my account.

Note that both personal and business accounts can accept money for goods and services (if sender did not send money with friends and family option) which can be subject to the 21 day hold.
