You can rarely appeal a permanent limitation however everyone who posts on here about being limited always says that they had broken no rules. However Paypal do not ban you for 0 reason. What would be the point? They make far more money from you using your Paypal account than interest on any held money.
Additional information on the ban beyond what would have been provided to you in a notification and/or email would not be available due also to security concerns...in other words they do not give you an exact reason, they just direct you to the user agreement or acceptable use policy. I guess having a reason wouldn't make any difference if they have permanently banned you.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?

Hi,
I have also been permanently blocked. Contrary to the reply you received below, I have not breached any of the polices. I have only ever used PayPal to buy items from vendors who prefer using the platform. I would like to be able to get access again, but they don't seem to make it possible. Will look for a couple more options to try resolve, else will have to remove PayPal from my list of payment platforms. Not my loss

If paypal banned accounts for 0 reason then they wouldn't have any customer would they?
Most common reasons for an account limitation are:-
1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not being in the country where you have opened a Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks OR items that violate their acceptable use policy.
8. Using the friends/family option for sales transactions to try and evade Paypal fees and risk of disputes.
9. Violating their acceptable use policy as per link.

10. Too many disputes/claims.
If none of those then...
You need to contact customer services to resolve any limitation or account specific issues.
