account got locked. I wasn't told that I had to submit the form within 24 hours. was told to make a resolution, but when I went to the portal I couldn't make one because i had no incidents.
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
