hy my account was permantly banned and 1 o f the linked card are not main ( it my brothers card ) and he trying to creat a aypal account personally for him   
+  any solotion  to remove the    permantly banned  account

Unfortunately permanently limited accounts can rarely be appealed, but you can try.........

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Hy   i don t really care about  the  money in paypal  or  the account  i really care about  my brother   credit card  
they always answer in   facebook o r twitter  
what are the business hours    (  i can log in  )

Sadly you can't remove anything from a permanently limited account. Paypal limits it to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account.
