hi so I'm planning on buying something off of someone and using pay pal to make that transaction can you just advise me on what evidence I need etc to claim if he does scam me to get my full money back.

That depends on many factors all listed in Paypals buyer protection policy for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > buyer protection.
Advice is voluntary.
