"You can no longer use PayPal"

I'm a Twitch streamer and sometimes I get donations from viewers through Paypal. I use Streamelements (a third-party service) for my donation page in which viewers can send payments through card or PayPal which then directly goes to my PayPal account.
Today I received an email from Paypal stating that my account is permanently limited as they found potential risk associated with it and that I can no longer use PayPal with my bank or credit card info.
Then I received three additional emails stating, "We're reviewing a payment you received". Each email stated that for 3 donations I received last month. It seems that the donator decided to chargeback the donations and thus I received the limitation. My options are to respond to the case or issue a refund.
Is there anyway that PayPal protects me if I try to fight back by providing information? I've been searching around the web for people who have been in my position but it seems like most of the time, the person who issued the chargeback wins so I'm a bit worried that I'd waste my time trying to do this and potentially lose my account forever.
Is issuing a refund for each donation my only option to regain full access to PayPal? Or will I still be permanently limited regardless?
I have no problem refunding the donations as I still have the donations on my bank account, I am mainly worried about the permanent limitations as I'd like to continue using PayPal for receiving donations.
I'd like to add that this is my first ever time receiving a chargeback from a donator. My PayPal history is completely clean and free of any illegal purchases or suspicious activity.

It’s definitely about the risk of chargebacks. PayPal hates those. You can call PayPal and speak to someone that you’ll cover any/all payment reversals from here on out to get your account reinstated. A good trade to get access to the millions of PayPal users. Even put aside a % of each donation for self-insurance to cover the occasional dispute/chargeback instead of relying on PayPal to bail you out or the deal with trouble of fighting the cases.
If you are unable to reach someone, open a case with bbb.org under PayPal San Jose, CA for executive escalations office to explain the situation and to ask them to reconsider.

I have gotten this same issue but I can't open any tickets and whenever I called they just said this Decision has been made. I did the same thing but with Selly.io.
