when i make a new account i get a permanent limitation on it! WHY?

When i make a new paypal account everytime after the sign up i get a permanent limitation on it and i didnt do nothing! Maybe its a phone number ban or something can someone explain this to me? Thanks!!!

If you have a permanent ban then the ban is on you and not just a previous paypal account.

So any subsequent accounts you open will also be limited as paypal are no longer offering you their services.

Ok but after i got banned on some accounts i made new ones and i didnt get banned but now out of nowhere i got banned on all accounts. How can i make a new account and dont get banned on it?

You can't, paypal have banned YOU from using paypal. 

You were not allowed to open anymore accounts after being banned the first time.
