why paypal is asking to Add money to resolve your outstanding balance?

why paypal is asking to Add money to resolve your outstanding balance?  I did not even purchased anything , Just setup account and one person from USA sent me some $7 on Paypal and I got check on my home address from Paypal as there is no bank account attached with my account at that time.  I am really not understanding, in this scenario why PayPal is asking to clear my outstanding balance?

Check your activity page to review your account history. You withdrew the money but did something else happened, like the sender filed a dispute?

How can i identify , sender who is my friend has filed a dispute?  Any way to check?
