Account Limitation and Penalty Payment

My PayPal has been limited permanently and i have fined for approx. $48.When i try to pay the amount via card or transfer, it raises limitation issue and Limitation dept is not ready to even temporarily remove the limitation and so how can i pay the fine ?

Can't you pay it over the phone with customer services?
