Account balance help

I tried to transfer money from my PayPal account that said I have a balance but when I try to transfer it it says I have zero to transfer and I have already checked to see if there's a limitation on my account and the resolution center which says there isn't and then I have not received any kind of email stating that my account is limited does anybody know what I can do to remedy the situation?

Can you see the balance in your paypal account?

Is it in USD?

Is it cleared and not pending or on hold?
