My account had a "bug" where I had to verify my business information which was virtual goods, I had gotten 3 emails regarding that my information is still being reviewed, I contacted support hoping to get this resolved, turns out I needed to verify my identity, which I wasn't given the option to, then I was trying to get this solved, my account randomly got limited? My previous personal account was limited because I made a mistake of trying to sell there but I wanted to get help at least and close it then start a new business account which was this but after being ghosted and getting no help from support, I started this account, which I sold many goods effortlessly but ran into issue.
I couldn't even read the messages the support sent me since my account is limited.

If your previous account was permanently limited then its not just the account that can no longer be used on paypal, you equally can't use paypal.
Its you that is permanently banned and paypal don't allow you to start over, if you do that account is banned as well.

Yes I know but my previous account was limited for selling virtual goods on a personal account, which is on my fault, but I wanted to get support and help close it or turn it into a business one but they didn't respond at all. Which resulted me in opening an actual business account because I had customers waiting.

That would not be the reason as you can and many do sell virtual / digital goods on a personal account, nothing wrong with that as you can sell goods/services on a personal account.

Well, that's what I did?! I told them in twitter that I just sold virtual goods effortlessly while fulfilling every order I can quickly, but I still got punished for doing things right?
I even showed what I did, proof of my business and proof of me fulfilling every order quickly under 2 hours on my now-limited business account when I was told to tell information about my business.

There would have been another reason for you to be banned.
Most common reasons for an account limitation are:-
1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not living in the country where you opened your Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks.
8. Using the friends/family option for sales transactions to try and evade Paypal fees and risk of disputes.
9. Too many disputes/claims.
10. Violating their acceptable use policy as per link.

Normally you can't appeal a permanent limitation however if its none of the above reasons then you could try and contact customer services to appeal?

I've read that too, read user agreements and the goods I sell are not considered high risk as the products I sell are always guaranteed to be what the customer wanted and no chances of disputes unless the customer starts a false dispute after being punished in my own business. (Breaking site rules.). While I hate to compare myself to similar businesses, I have to, other businesses also sell virtual gaming goods.
Not to mention that I work with another person (though they live overseas) selling same goods but their account was accepted which means that "high risk goods" are not the issue here.

virtual gaming goods
That may be your issue as you are not allowed to sell gambling or gaming items without getting permission from paypal first as its against paypals acceptable use policy.

I am aware as I mentioned, I wanted to get help and permission on my personal account, of which all I wanted it to be was closed and/or transform it into a business account but after being ignored, I started a business account selling same goods with providing proof, hoping I get permission, which was never reviewed resulting me in getting limited unfairly.

You don't start selling BEFORE getting permission or you hit problems, you get permission first.
