Appeal a very unfair practice policy - Automated Deduction that I didn't setup initially

I want to claim and appeal a case.
the Case ID PP-R-TLR-500519819.
it's very ridiculous and unfair practice business that I didn't do anything / setup, how can the seller deduct my fund without my consent or info first ???
It's an illegal deduction !!
Can ask / challenge to the seller to show the proof that it's a legitimate deduction with my consent first ???

Even PayPal close the case unreasonable / without any logically explanation !

If you mean a subscription then before you click to pay for an item there is a message on that page stating the merchant will set up a subscription, if you don't agree then you just hit the back button.

I'm sorry that your case wasn't closed as you expected. As @kernowlass mentioned, it sounds like you had a subscription set up. Did you authorize the very first subscription payment? If not, then an unauthorized dispute would be the best option. I recommend reaching out to Customer Support through one of the options here to request assistance filing an appeal. 

If you did authorize the original transaction but didn't expect it to be a subscription, you'd want to reach out to the merchant to see if they can refund any recent transactions. Unauthorized disputes can only be approved when it can be determined that you didn't make any of the transactions, including the initial subscription.
