I don't have any cards linked to my paypal account at all. HOW CAN I LINK A NEW CARD TO WITHDRAW FUNDS AFTER MY ACCOUNT IS BLOCKED?

Have you had the paypal email allowing you to withdraw the funds?

If so and you don't have a linked card then reach out to customer services.
https://www.paypal.com/cshelp/article/how-do-i-contact-paypal-customer-service--HELP378

If you haven't had the email then you can't withdraw them until you do (if you do).

You froze my funds for half a year! And you can't help me now?
I wrote to instagram on my official account - FULLY ignored.
I tweeted - completely ignored.
I'VE EMAILED TOO - COMPLETELY IGNORED.
I CAN'T WRITE ON THE WEBSITE BECAUSE IT DOESN'T WORK. WHERE ELSE CAN I WRITE?

Why do you write anything if you don't know how to help?
If you haven't done anything, you don't know anything, you don't see anything.

I'm saying, "I can't withdraw." He says, "contact support." I say, "I've written everywhere possible." He says, "I sent you a link". I see you're an Esteemed Advisor for a reason. Really helped. The most valuable advice I've ever received in my life obviously.
