Can you dispute a purchase after 180 days?

Does anyone know if you can dispute a purchase after 180days? I purchased a washing machine on October 29th 2022. I did not need to use it until June 2023 on our caravan trip. So far I have used it 5 times and now the spinner is not working. I contacted the seller who told me the warranty was 60 days so it was expired. How can I start a dispute with this problem?

Paypal gives buyer protection for up to 180 days.
