As the title says. Recently my account closed with a "You can no longer use paypal" message. I assume it's because I was in negative balance for awhile. I recieved some chargebacks I couldn't pay right away, and unfortunately right when I was able to pay my account got closed! I went to login to my account to check if a refund I provided went through, but that's when I found out the account was closed all together. Is there a way to have Paypal reopen it so I can pay off my negative balance and continue using my account? I can't use the new account I made either, It also recieved a "You can no longer use paypal" message but I can still login unlike my other account. But of course I cant link my cards or bank or anything like that.

If you have a ban then it applies to you and not just your account, so you can't use paypal anymore with your old or a new account.
Only customer services can advise you if they will accept payment and allow you to re-open the account but to be honest that is unlikely as they have probably already transferred the debt to a collection agency.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
