Declined refund after providing all information

Hello. I bought a processor for $440 on ebay, and it arrived to me non-working and with other serial numbers, although the seller assured me that the processor that was in the photos would arrive. I opened a dispute in Paypal and was told to send the processor back. At the moment I am in Armenia and I have used the local service from HayPost. I provided the Paypal track number, namely UF157615605AM. It is quietly tracked on the HayPost website and on other parcel tracking sites. The parcel has reached the USA and since it is international, the USPS does not provide a unique track number for international parcels and there is no way to track it. I only have the HayPost track number in my hands, but I'm sure the package got to the right place. But Paypal decided to refuse me, because the seller said that the track number is wrong, although it is clearly visible that it is correct, it is tracked and everything corresponds. I consider Paypal's work to be absolutely incompetent, because without checking the track number, they immediately went to the seller to meet, although I have been waiting for their decision for 40 days. It turns out that I bought a non-working processor for $ 438 under the guise of a worker, and Paypal sides with the seller, who clearly sold me a non-working processor. He also noted on the Ebay website in the amount of "2" pieces, although it was written in the description that it was the processor from the photos that would arrive, but, as you know, there are no two processors with the same serial numbers. And how do I get out of this situation now?

You had up to 30 days to open an Ebay dispute and the seller would have had to send you a return label at their cost? So were you too late to do that?

With paypals return policy you have to return at your own expense and provide online trackable proof of delivery via one of their supported carriers. If you didn't do that then you would lose the dispute. That is why you have to be very careful buying items internationally.

OR if you funded your paypal payment via a card which I guess you would have done in Armenia then see if your card issuer will start a chargeback for you?

The problem is that I thought it would be easier with Paypal than with Ebay, so I immediately turned to Paypal and I sent the processor with my own money, yes. What do you think, can I do something about it?

Once I had such a case and they calmly accepted the track code that I gave them from HayPost and returned the money to me. I didn't know there could be such a situation, otherwise I would have contacted Ebay to begin with.

I have all proofs on my hand that the processor is defective and the seller sent me not advertised unit. I don't know what I can do with this. I just lost my 400$, lol

Hi everyone! Thanks for stopping by PayPal's Community Forum. I'm sorry to hear there's been an issue with a recent dispute. @kernowlass, thank you for your help so far on this thread. We appreciate your input and advice. 

 

@fielach, I would be concerned as well. Normally, the best option is to reach back out to your shipping company to see if there's anything they can provide that would show some kind of proof of delivery that wasn't provided in the original dispute. If they are unable to provide any new information, I wouldn't recommend trying to appeal the case outcome with PayPal. You may want to reach out to your funding source to see what options may be available as kernowlass suggested above.
