Dispute PayPal resolution decision.

Hi guys,

I hope I'm in the right section.

I purchased an item and paid via PayPal using goods and services thinking that I was fully protected.

The seller has sent out my item but the delivery company have delivered it to a different address and left it somewhere. I contacted the seller with my issue but they said there was nothing they could do. They provided a photo of delivery but it's not my house.

I opened a case to dispute the transaction and PayPal have refused my claim. The bottom line is I haven't received my item and I'm really disappointed in this whole situation.

Can anybody offer any help?

The important thing is was the seller in the UK as well, if so you have more options.

However did you open a paypal dispute?

Which dispute did you open?

Did you escalate the dispute to a claim?

Did the seller provide tracking and win?

How did you fund your paypal payment initially?

Thank you for your reply. The seller is in the UK. I opened a dispute through the PayPal app. I then escalated it to a claim. The seller provided tracking details and won. They have a photo of it being delivered but it's not my house. We don't know where it is. I funded my PayPal payment through my bank account.

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you? If that fails then you have the right to take the seller to the small claims court.

Hey,

i rasied a dispute as suggested and they have come back and denied my claim. i really dont know what to do now. i feel like i have been ripped off and there is nothing i can do about it 😞

I had the same problem. The "delivery" photo wasn't my house. eBay and PayPal are in lockstep and have denied my claim that I never received the product. Any suggestions?

PayPal sure isn’t like it used to be. I’m having a similar issue with their handling of my dispute. I don’t think I’ll ever use them again as it’s too risky. They are siding with the seller and he never followed through with his refund policy as stated on eBay.
