Dispute art commission payment?

I seem to have been scammed by an online artist: gave me a sketch, I paid on March 31st after seeing it, and got no updates since; artist is online daily, posted lots of personal/for friends art, and most recently reposted their commission sheet saying they're open and have unlimited slots available, hence why I'm done waiting and just want my money back. My question is, what category should my dispute fall under? Item not received, but product/service/digital? I am unsure as it then asks for an exact date for the service or an attempted download date (and link) for digital, and I don't have that. I have screenshot of all communication that happened before and after payment, as well as the artist's profile where they kept posting.

I'm in the same exact situation with an artist as well and I need help in the same way. I'm curious: is this person "Onae" on Twitter?

No, it was a different person! I ended up getting my commission after contacting the artist, so I didn't dispute in the end. I hope you can get your comm or a refund!
