I am livid. I bought a coat from ebay which came from China, the coat arrived and the measurements were wrong. I returned the item and have proof of posting. Paypal have sided with the seller so now she has the item and my money. It’s not right. How can I escalate this?

I guess you didn't open an Ebay dispute but a paypal one?
If you opened a paypal dispute for item received but not as described then did you escalate the dispute to a claim before it auto closed at 20 days?
Once escalated did you win and did paypal tell you to return the item back to the seller and give you the address?
They would have also told you to send it trackable and you would get a refund once you supplied paypal with that tracking number.
If you did nothing of that and just returned it to the seller without tracking then thats between you and the merchant to sort unfortunately.

Did you send it back trackable which paypal tells you to do?
Proof of postage is not sending it trackable.

If tracking shows online as delivered to the seller then phone customer services and appeal?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

You have to send it back with the option that shows delivery of the item back to the seller.

After all if you did not receive an item would you be happy if the seller just said 'sorry we posted it' so not our fault you didn't receive it.
