Fake Fraud Claims?

A buyer on Swappa.com said they made a mistake and didn't want to proceed with a purchase. This is a violation of Swappa's terms of sale as all sales are final and swappa said it was up to my discretion whether to cancel the sale.
However, this buyer went onto paypal and reported that the transaction was made fraudulently with their account and now my paypal account is being penalized. I no longer have instant access to money, etc. I provided proof of this in the support case this buyer opened that their "fraud" claim was fake, and paypal did not care. Does anyone else have this experience?
This feels like unequal application of the paypal terms of service and really bad for sellers.

Why did you not just issue a refund when they didn't want to proceed with the sale if you had not dispatched the item?
