A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no buyer protection as no goods or services should have been exchanged.

If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his Paypal fees and negates your buyer protection at the same time.

You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.

Be careful as using that option for purchasing goods is against Paypal rules and can lead to account limitation.

If you funded your Paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.

Hi, I’ve had this happen to me once and fortunately PayPal forced the scammer to refund the money back to my account— and that was with Friends&Family too! So make sure you keep all the evidence in case you ever need it to dispute it. Good luck!

How did you do that? I'd like PayPal to help me get my $100 back from a seller who didn't send the item.

I was scammed $300 by a buyer who was pretending to be Zelle and when I figured out what was happening— I filed for a dispute and mentioned that I had all the evidence that I was being scammed. I sent the money as Friends&Family too. At first, it said that the request I made was denied, so I waited 10 minutes before I was going to call Paypal but to my surprise, the $300 was sent back to my account and the case was closed so I didn’t need to call them.

I also highly HIGHLY doubt that the scammer would intentionally send me my $300 back. I had all the evidence I needed if I ever had to escalate the situation with PayPal through phone call but seemed like I didn’t have to because my money was sent back to my account.

Paypal can't force them to refund, however they can reach out to the scammer and when they do some voluntarily refund.
