Has anybody else been defrauded by Ali-Express and denied help from Paypal?

I have a sailboat and I was surprised when I saw a Raytheon Evo 100 -NEW- being offered 80% off on Ali-Express. I wondered how could this be? It made in China, maybe the factory has overstock. Though it seemed too good to be true I figured that both Alibaba and Paypal were reputable companies that could be trusted.
So I got tracking for the package. The day I was supposed to receive the item I got, out of the blue a box about the size of a watch box that had an embossed piece of paper that said "Wall Stencil". It's value must have been around $.01 if that. I did not order it. That was May 9th... my mother's birthday.
About a week later I followed the tracking for my order from Ali-Express and it said it was "delivered". "Signed-for" and delivered. I receive several deliveries a week at a residence that has a gate and an enclosed porch and have never lost an item due to theft.
When I looked at the tacking information it said that it was being held at customs. So when I contacted the seller they said I had to provide all of the shipping documentation to who ever had the shipment. I don't have that information. Customs isn't my problem anyhow is it? What is the ship name, when did it set sail and arrive at port, what were the documents and numbers. How would I know?
I have ordered factory equipment from China before and had to deal with all of this but I had been given all of the contact information and was in contact with the shipping company through out the whole process.
I called foul, PayPal however believe that if they say it got delivered somewhere that that is good enough for them. No Refund.
So what is to prevent this fraud in the future? Absolutely nothing. I got ripped off by an Ali-Express seller and PayPal was no help. I should have put it on my MasterCard. They would have supported my claim.
I'd like to hear others experiences in this area. Meanwhile, I am going to cross post on some other platforms. I am angry with PayPal's determination but am doubly convinced that Ali-Express facilitates criminal activity.

I bought an AC a month ago from AliExpress, it was my first time to buy things from AliExpress, and I was stupid enough for NOT checking the 1-star review of that shop. A few days later, I asked the seller where is the delivery information, no response, but one/two days later, they updated the delivery information, it was FedEX. But a fews days later, i see the delivery showed delivered but I never received the product. I contacted the seller, but they just gave me this same: " we will contact the warehouse", at that time, i realized i might be spammed. So i started this long dispute request/argue with AliExpress, but no lucky. The seller provided a tracking that shows delivered to my city, but not my exact address. i tried to submit a missing package request from FedEx, but it shows address doesn't match, I called FedEx, they said this was not delivered to your address, but they refused to give this official prove that it was not delivered to my address. I downloaded the shipping info from Fedex, it shows this was not signed by me and was only weight 9 lb. what is fun is that the seller also provided this evidence too, it was also a pdf , but showed my name and the correct weight, apparently, they modified the PDF! what a spam master!!! I submitted a refund request to PayPal, explained everything, hoping PayPal would help me , i waited 7+ days for this case to be resolved, hoping a long waiting time means they are taking it seriously, but i am so disappointed that PayPal closed the case and rejected my request!!! ---> saying the seller delivered my product!!!!! i provided everything, i beg them to go to FedEx website to download the real delivery info, I beg them to call FedEx, then they will know who is lying. If they ever called FedEX, they would realize this is a spam, and I am the victim. But apparentlyPayPal chose to stand with the spammer!!!

Wow this same thing is happening to me now. I guess I just lost my money. I ordered from Ali Express and it's saying delivered but I dint receive anything. To open a dispute it says send pictures or video. Of what the missing package or my mail box? It won't. event open the dispute with our pictures. I talked to someone in the customer service that said just send a picture of the front of my house. So I did that and opened a dispute then the seller said it was delivered but the resolution sent me a note saying it was lost in customs. Then the seller and the resolution center later told me to call the shipping company. I don't even know who that is. I just have a tracking number to a Chinese shipping company. The Ali Express sent me a resolved notice saying no refund. I never received anything. I tried to open another dispute. Ive contacted the seller like 10 times. It's such a frustrating waste of time. I came to PayPal today to open a refund request. After reading your experience I think they probably make so much many with Ali Express they mark everything as no refund, because how can they not refund when people didn't receive product? I think it's harder for Ali Express to ship to America right now. Never order from them again and tell other people to beware. They are just stealing money at this point.
