Has anyone else experienced Paypal denying a dispute where the seller has not shipped the item at all ?
I had ordered an item and Paypal decided to side with the seller, even though the item has not been shipped. I don't believe the seller intends to ship the item. Does Paypal always side with the user ?

I don't think this really helps you, but my impression is that PP makes it very difficult for the Buyer to get satisfactory resolution on a dispute.
In my case, the Seller sent clearly counterfeit product which they will not accept a return nor answer my messagages to even get return information.
PP's resoultion is for me to initiate a return to move to the next step of the dispute, but I can't even get the return information from the Seller so I have no way to move to the next step of the process. I've spent an hour trying to communicate this issue through PP's virtual assistant (no help) or to talk with a real live person, but both are impossible to get anywhere with. Makes me want to stop using PP altogether.
