How can I lift the Permanent Account Limitation?

I keep getting asked to complete my profile so I can submit my documents but the page would go to the 'Your account has been limited please upload your docs' It's ridiculous.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
