How do I open a second dispute on a purchase?

I had a billing dispute on a purchase. It was denied and the case was closed. Since then, I received the product and it is not as described. The seller is from Italy, not the USA and the product was an imitation of the real product. The seller used a video of the real product to sell their fake product. I tried to open a dispute, but I can't. I go to the resolution center and it will not allow me to open another dispute. I get the message the case was already closed. BUT this is a new problem with the same purchase. I have spent three days trying to contact a human at PayPal and have gotten nowhere. AI isn't any help either. Anybody know what I can do?

You can only open x1 dispute per transaction.

You could try contacting customer services as only they may or can open a second dispute for you.

Dump PayPal, cancel your account. PayPal is the middle man generating income through your purchases. PayPal supports fraudulent sellers and does nothing for their misguided consumers.

Strange then that you still have an open paypal account then?

As soon as my current dispute is settled, I’ll be done with this service. If I’d used my CC I would have had buyer protection. Believe me, I’m done.

Paypal buyer protection is not a 100% coverall, you have to read up on it so you can risk assess your own transactions like the rest of us do.

Also yes, make sure you fund your paypal account payments via a credit card so you have a second chance to get your funds back although even credit cards have terms and conditions and again is not a guarantee of a refund.

My situation, I ordered an item and paid through PayPal. I called PP within 5 mins to have this transaction cancelled. It was explained to me that the vendor was already paid and although it does not show through my banking PP would debit my account. I received my order, item sent is not what I ordered and not as described. Open a complaint through PP, vendor offers me $10 goodwill gesture, I refuse. Vendor now offering a complete refund upon the return of the wrong item sent. The item cost me $85.00 return shipping to China is $92.00 What can PP so for me now?

Sounds as if you bought tat from one of these China websites that advertise on Social Media?

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.

Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
