How to get my account back when i get this message "You can't use PayPal anymore At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services. Based on this decision, if applicable, you are no longer eligible for PayPal Seller Protection as per our User Agreement. This will apply to all existing and future cases you receive. Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money. Reference ID: PP-L-448200199340"

Unfortunately you can't, you have been banned from using Paypals site or a paypal account.
Advice is voluntary.

I am unable to withdraw through my previously attached card, because the card has been blocked by my bank according to my instructions.
I tried to attach a new credit card but I am failed. How can I withdraw the money?

We are sorry to hear that you are facing issue in linking card to your PayPal account. If the billing address you've entered when linking a card to your PayPal account is different or the card is already linked with another PayPal account than system will not allow you to add or link card as a security measures. Kindly refer the help centre article to know more about the issues while linking your card.
If you still face any issue in adding card or bank account, Kindly reach out to our customer support team to get an understanding of the possible reason of payment reversal and to get a possible solution. Please reach out to the Support Team during business hours by clicking the Contact option at the bottom of PayPal page and do reach us via phone and kindly select "Call us as Guest".
