I got a situation where a scammer was able to deceive PayPall and me

Hello. Today I got a situation where a scammer was able to deceive PayPall and me. I ordered things from one seller for a long time and everything was fine, I paid and he sent things, but he was not able to send all my orders. He promised to send some orders later. Almost half a year passed and I asked him where my parcels were and threatened him that I would file a complaint with PayPall. After that, he added the old tracking numbers to the unsent orders, by which he sent me other orders, and PayPall makes a decision in his direction, and now I can’t prove anything 😞 He just takes the old tracking numbers from my other orders and adds them to those that he didn’t send ... This is very tricky, can you tell me what to do in this situation?:

Contact customer services and request that they open a dispute for 'item received but not as described' ie insufficient quantity of items?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
