I was scammed by a paypal user promising digital consulting, but eventually found they were scam, Paypal closed the case saying the seller agreed for a refund but the seller is a scam who doesnt respond to anyone and thats the initial issue. how do we resolve this?

Did you open a dispute for non receipt of item?

Did you escalate to a claim within 20 days or did it auto close?

Or what other reason did paypal give you for closing the dispute?

Did you escalate to a claim within 20 days or did it auto close? Its auto closed saying the guy who actually scammed agreed for a refund : is this is even logic?

Or what other reason did paypal give you for closing the dispute? Seller Agreed for a Refund

Seller agreeing to a refund is one thing, they should then immediately issue that refund.

If that refund has not been issued by day 19 then escalate to a claim before it times out.

Once its a claim the seller can still refund you but if they do not then paypal can step in and refund you under buyer protection.

Once its timed out the seller can ignore you as its only x1 dispute per transaction, you never allow a dispute to auto close if you have not had an email from paypal to say a refund has been issued OR you have received your item and happy with it.

I agree to all this but PayPal is not giving me any of these options and this is terrible way of handling the dispute, without human intervention these auto closures and 1 dispute per case are now completely a pain in my case, I have taken it to twitter Paypal support and someone said they will escalate lets hope for best, i guess that's all I can do now

The dispute stage is just for negotiation between you and the seller.

Paypal do not get involved until you escalate to a claim.

You did not escalate to a claim, you let it auto-close on the ''promise'' of a refund.

I doubt it, if the dispute closed you can rarely get it re-opened but if c.s are helping you on Twitter all you can do is wait and see.
