Is there any way for me to get a refund due to multiple unauthorized transactions?

Due to Kristine Typhoon happening in the Philippines, I was busy evacuating/waiting for emergency rescue and I've also lost my phone. During that time (a week and more) there were multiple unauthorized transactions made on my account that's worth $600. I've filed a case to PayPal but all I've got was them saying:
"Thank you for reporting this case. After our review, we found that certain transactions were authorized."
At this point, I really don't know what to do anymore. Not only did this happen to my PayPal but also to my GCash. Is there even any way for me to get it back?? I'm very much in need for that money to get over the damages caused by the typhoon
