Issue with withdrawing the funds from a limited account

I got an email form PayPal that I can withdraw the funds to my bank account after my old account got permamently limited.
The issue is that I do not have a bank account linked to the old account and It doesn't let me link it because my personal information is wrong and when I try to change it I can't. Is it possible to withdraw the money another way or transfer it to my new account?

If it matters my account got limited because when I created it a few years ago I wasn't 18 so when I tried to link my bank (I'm over 18 now) and it asked for an ID the account got permamently limited.

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use.

You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to do a withdrawal of funds from that account or allow you to open a new account and transfer the funds across for you. Opening a new account is not guaranteed as you have already broken their rules once but you should get one of those options.

I already have a new account and I had it for over 6 months now, I just want to get the funds that got temporarily put on hold on my old account.
