I really don’t understand the point of using paypal if they are not going to protect customers when they are scammed. I bought three shirts from this company, paid for expedited shipping and never received them. I filed a dispute with Paypal but now I am seeing that they scammed numerous other people but PayPal denied their claim. If they deny mine I am closing my account.

Sorry to hear about the issue with your purchase. With PayPal Buyer Protection, we help the buyers if there's any issue with their purchase. In keeping with our PayPal Buyer Protection program, we ask that you return the item to the seller so that we can issue a refund to your account. Without return delivery confirmation, we will be unable to issue a refund.

I certainly understand how concerning this can be for you. You will be notified via email from PayPal about the details of the return shipping address and you can view the details of the dispute in the resolution center of your PayPal account.
A billing agreement authorizes a merchant to take payment from a customer's PayPal account when they make a purchase from the merchant’s website. As a buyer, you must agree to the Billing Agreement before a merchant can take a payment from your PayPal account. You can manage your billing agreement payments by following the steps listed here. You can reach out to the merchant to request a refund.
If there's any unauthorized transaction in your PayPal account, you can report it to us. Don’t worry, we offer full protection for confirmed unauthorized transactions. We may take up to 10 business days to review any unauthorized claim and we’ll send you an update via email. i got one tracking number that kept saying it was in Austria. then when i wrote the tracking company which is probably bogus too, they gave me another tracking number. said the package was in and out of all kinds of facilities. then when i got PP involved they changed some of the inputs and said it was delivered into my mailbox. by the USPS. i didn't have a USPS tracking number. they omitted the inputs that said after it was delivered, it showed up in Oklahoma. the first tracking number still says it's in France. for some reason PP accepts their story over the clear evidence that thy're frauds. the tracking company doesn't even have a name. Don't depend on PP to save your bacon...

I was scammed by this same company more than a year ago but the real crime here is that they are still freely trading on social media platforms hosted by Meta, under numerous different brand names, and yet nothing is done to stop them. Would never buy anything directly from an unsolicited ad on social media now, whether paying through Paypal or a credit card, which at least does give you some level of insurance.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.
Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.
So they give some buyer and some seller protection. However that protection can never be a 100% coverall so you need to read it so you can risk assess your transactions.
They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.
The best thing is to not buy from them in the first place, to recognise them -
1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.
