Money Withdrawal from Limited Account

My Paypal Account was limited a long time ago and I would like to withdraw my money from my account. I'm in UAE now and can I link with a debit card of UAE bank and withdraw my money?

years since log into my PayPal and I have a few funds available it says I can't withdraw the little funds I have in and it also says I can't use PayPal anymore.

I am sorry to hear that you no longer have access to PayPal services. PayPal always reviews accounts for potential risks which may lead to limitation being placed in your account. I know that can be frustrating, but these decisions are not something made lightly. If there is a balance in the account, that will be held for up to 180 days to minimize any potential risks. After 180 days, you’ll be notified of your ability to withdraw the balance.
