More to Pay at Post Office.

I recently purchased two rechargeable AA batteries online. I used PayPal. The seller sent them as a “letter” which required just two regular stamps to post. As the “letter” was in excess of 20mm thick, it should have been sent as a parcel at extra expense to the seller. Consequently, the “letter” was waiting at the Post Office and required I pay an additional $9.75 postage which needed to be paid before I could take possession of it. I have tried contacting the seller via their online website contact without a response. Is this something I can raise a PayPal dispute? Thanks.
