My Account is limited, no alerts or warnings, and I cannot add a bank account

Crazy that I have to resort to a "community" page because Paypal make it so difficult to email, and when I eventually found a way to email within the website, when I clicked send, I got an error message, I am so fed up with Paypal I am done.

1. I cannot send money from my Paypal  balance yet there is no limitation on my account  no alerts, no flags, no messages.

2. I cannot add a bank account due to a clear coding bug saying PSD2 requires I add a cell phone to authorise the bank account I want to add, but won't let me add any cell phones

Note : I have a verified cell phone on my Paypal account. I have removed my bank account as I cannot find the code Paypal sent, and Paypal cannot tell me when it was sent., yet when I try to re-add my bank I can't because at the final stage of re-adding the account to send a new verification code to the current account, I am asked to add and confirm my phone number, which is already confirmed!!! and it then declines to add my cell phone and tells me that "number cannot be accept at this time", neither can my wive's cell, both italian cell phones. What is going on? My account has been in limbo for weeks and Paypal's coding issues have only exasperated the problem. I want my account closed at this stage, I won't be using Paypal anymore, it's ridiculous the lack of ownership and lack of communication from Paypal, there are no alerts in my account, no disputes never have been.

Limitations may be placed on your PayPal account, which could restrict you from completing certain actions: such as withdrawing, spending, or receiving money, add a bank.
