My account is being hacked

My account is being hacked daily. Sometimes several times a day.

- I have 2 step verification

- I have contacted Paypal fraud support every day for over a week and they cannot stop this.

- They are able to change my password, add a phone number, issue a debt card.

- Money has been stolen and is under review to see if they refund my money.

What can be done to stop this.  Has been going on for almost 2 weeks now.
