Old Email Connected to a random Paypal account

No idea where to start here.. I was checking an old old Email account. I had an email from Paypal. (It wasn't, it was a scam) I didn't click it but it got me thinking, Do I have a Paypal account with this email? It was my original email when I was a kid throughout highschool / early college. Went and hit forgot password, An account came up and I recovered it. No matter what I do I cannot add my mobile phone number, It says wrong format. Then I noticed it was in a ladies name & about 8 random emails connected. I called Paypal thinking I was hacked, They "Locked" the account. Today my paranoid self went and recovered it again thinking whoever was using it would try, So let's see if I can. I did. This time I was able to use my work phone number and I got in. Then noticed the account was created in 2015, I haven't used this email since 2011. So it's not me. I noticed all 8 emails including mine are unconfirmed. So did I just reset someone elses account password / 2step? I am again locked out thankfully, But now I am no longer allowed to even hit login on paypal. Time to call Paypal again after work but wondering if anyone has heard of this before. Why would my email have been put on a random account? Is this my account that had the name changed by a hacker? This is weird.
