Ordered items, not received, now struggling to get refund, why?

Hi, I placed an order, but filed a issue as money came out saying something else. Cancelled issue within 1hr. Contacted the seller, whom said order was cancelled. Been trying to get refund. But now seller saying delivery attempted, but failed. How can I get my money back? Thank you

Buyer protection covers you for non receipt of item OR item received but not as described.

If the seller cancelled your order then does it show as cancelled/refunded on your paypal account?

Hello, no seller hasn't put cancelled on the order. They said to me the order has been cancelled on the phone, but they are saying to paypal they tried to deliver, but delivery failed. I just done understand why I can't get a full refund, for goods I haven't received.

I have done that, but it was refused and I had to phone paypal and they changed the reason, but still nothing
