Paid Alibaba with PayPal. Who do I put in dispute to?

I bought some fairy lights from china to Sydney Australia. When the box finally arrived it was split down the sides with lights half hanging out and the box was half empty. Most were not in packages (lots of 100) but loose. I ordered 1000 pieces only 631 arrived. So I complain to alibaba or PayPal? I paid with PayPal through alibaba. Any help is much appreciated

I know nothing about any dispute resolution on Alibaba so that is up to you.
If you want to open a Paypal dispute for item received but not as described then information in the link.

Most stuff purchased on Social Media sites from China is tat unfortunately (if that is where you purchased it).
The downside is that if you win the dispute paypal may require you to return the item back to China (trackable to prove delivery) before you get a refund of the original payment only.
Advice is voluntary.
