PayPal Response to Suspected Scam

I reported a $0.02 deposit from a company I don’t know (All Time Brands, Inc.) and that I suspect is a test transaction as part of fraudulent activity related to my account and PayPal responded with a form email stating:
- that they've “completed our review of your unauthorized activity case, and we've determined there was no unauthorized use” and that,
- “If you're unhappy with your purchase we encourage you to work with the seller to find a resolution.”
Clearly PayPal didn’t even identify that this transaction was a deposit and not a withdrawal (purchase),
Is PayPal actually suggesting that I engage in a dialogue with a company that may be trying to scam me? Is that really PayPal's best security advice?
This response leaves me both underwhelmed and seriously concerned about PayPal's security practices.
