PayPal Response to Suspected Scam

I reported a $0.02 deposit from a company I don’t know (All Time Brands, Inc.) and that I suspect is a test transaction as part of fraudulent activity related to my account and PayPal responded with a form email stating:

 

  1. that they've  “completed our review of your unauthorized activity case, and we've determined there was no unauthorized use” and that,
  2. “If you're unhappy with your purchase we encourage you to work with the seller to find a resolution.

 

Clearly PayPal didn’t even identify that this transaction was a deposit and not a withdrawal (purchase),  

 

Is PayPal actually suggesting that I engage in a dialogue with a company that may be trying to scam me?    Is that really PayPal's best security advice?

 

This response leaves me both underwhelmed and seriously concerned about PayPal's security practices.
