I'm sorry to hear that you've had unauthorized purchases and encountered scams when making purchases. Unauthorized disputes do not have a time limit for when they can be filed and reviewed. You can learn how to file an unauthorized dispute on our Help Center here: How do I report an unauthorized transaction or account activity? Before filing, please keep in mind that for an unauthorized dispute to be approved, PayPal has to be able to determine whether someone else logged into your PayPal account to make the purchase. If you had made the initial purchase, it is unlikely this type of dispute would be approved.
In a situation where you made a purchase but didn't receive an item, received an item that wasn't as expected, or had a billing error, the timeframe for filing a dispute is within 180 days (six months). Any disputes filed outside of this window will be automatically closed. If your transactions fall into one of these situations, you'd want to look into options outside of PayPal. I apologize for any inconvenience this may cause you.

If all of your purchases were back in February, they'd be over six months, so your Item Not Received cases would be automatically denied. To qualify for PayPal's Purchase Protection Policy, you would have had to have filed before the 180-day timeframe was up. If the seller is not working with you, you'll want to look into other options outside of PayPal. I'm sorry; I wish I were able to provide you with a different answer.
