PayPal is asking for an SSN but I don't have one

I am in the US and do not have an SSN as I am a student but PayPal is asking for an SSN before I can access money. This is new as I have used the app since February 2022. How can this be resolved? Calls to PayPal are not helpful. the rep actually said "I cannot help you". and hung up. Please advise. Thanks.

I am sorry to hear about your negative experience. I do understand your concern. When you create a PayPal account, you would be required to confirm your identity. 

If you don't have an SSN, you can provide your TIN or EIN instead. Please add one of these numbers to your PayPal account. If you have any issues doing this, please try contacting our Customer Support again.

Thanks for the ok information but I'm not an American. I'm here on a student visa. So I don't have any of those numbers. Will try to call and speak to someone. Thanks again.
