I initially made a PayPal account when I was first getting my own bank accounts created. I had never really used it because I wasn’t 18 yet, but I still made an account. This was around maybe a year ago. I recently have turned 18, within the last few months. Yet the account was limited despite no activity, and it would not let me upload documents to confirm my identity. It still won’t to this day. I couldn’t close the account, so I made a new one. I was hoping this time it would actually let me upload my drivers license since I had turn 18, so I could actually use PayPal. Not even minutes after I uploaded my pictures, I was limited again. Permanently. I cant solve it. None of my messages to customer service on either account will send. I have something I need to pay for with PayPal, but I can’t if I can’t even change any of my info. What am I supposed to do now?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use.
You would never be able to use that illegally opened underage account again. Opening a new account is not guaranteed as you have already broken their rules once so you would need to ask first.
Advice is voluntary.
